An AAP includes those policies, practices, and procedures that a federal contractor and subcontractor implements to ensure that all qualified applicants and employees are receiving an equal opportunity for recruitment, selection, advancement, and every other term and privilege associated with employment.

As a condition of doing business with the federal government, federal contractors and subcontractors must develop and maintain a written Affirmative Action Program (AAP) in accordance with federal regulations at all establishments (locations) with 50 or more employees (total workforce) with a contract of at least $50,000 or more.
AAPs must be developed for:
- Minorities and Women
- Disabled Veterans, Recently Separated Veterans, Other
Protected Veterans, and Armed Forces Service Medal Veterans
- Individuals with disabilities
